The guarantees are usually real, and the conditions attached to them are designed to ensure most people never successfully claim. That's not quite the same as a scam — it means the money is available to the small number of travelers who know how the process works.

What these guarantees typically require

The airline version: the free cancellation window

Separately from any guarantee, some markets require or permit a short period after ticketing during which a booking can be cancelled without penalty. Where that exists it's genuinely powerful: you can book a fare you're happy with, keep watching, and cancel and rebook if it drops.

Include the booking reference, the screenshot with a visible date, and a plain description of the identical terms. Address each requirement explicitly rather than leaving the reviewer to verify them — a claim that pre-answers the objections is far more likely to be approved on the first pass.

Know what you actually get
